This function will add a new mailbox to the Webmail system. It can take up to 5 minutes for new mailbox information to spread across the several server clusters that must update mailbox data.

===Input Parameters===

Five strings, an integer, and 10 more strings:
Administrative username,
Administrative password,
Domain name,
User ID (the portion of the email address before the @ symbol),
Password (empty passwords are not permitted),
Active (int; set this to 1 unless you want to disable account access, when you'd use a 0),
First name (leave this and the rest blank if you do not want to set them),
Last name,
Street address,
City,
State,
Country,
Postal code,
Telephone,
Organization,
Department

===Return Values===
If successful, the return value of the function will be 1.

The total message count and new message count will hold integers as expected.
